He married Elizabeth Penkem in Stokeinteignhead, Devon, 19 DEC 1820.⁽¹¹¹⁹⁾ (Elizabeth Penkem is #155.) Elizabeth was born 1796. Elizabeth was the daughter of Richard Penkem and Elizabeth Vincent.

At 27 years of age Samuel became the father of Harriet Winsor in Teignmouth, Devon, 1821.⁽¹¹²⁰⁾ Samuel's occupation: Agricultural Labourer in Preston, Totnes, Devon, 1851.⁽¹¹²¹⁾

Samuel Winter and Elizabeth Penkem had the following child:
